"Expropriation" is the forced acquisition of private rights in land by the state or on its behalf, usually against the payment of compensation. Expropriation causes a conflict between two opposing interests: on the one hand, the interest of the owner of the land, or a person with a right or interest in it, to continue to hold it, or to enjoy it in any way as he did before the expropriation. On the other hand, the interest of the public in transferring the rights in the land to them in order to fulfill a vital public need.
